“GovTech” platform development was announced at CIPR

Nizhny Novgorod, 2 June 2023. A section dedicated to the “GovTech” platform ecosystem was held as part of the “Digital Industry of Industry of Russia“ (“CIPR“) conference. The section announced plans for the development of the national “GovTech” platform, the transfer of mass services to the platform, data storage and scaling of regional solutions to the federal level.

The moderators of the section were Alexander Sinelobov, the Minister of Digital Development and Communications of the Nizhny Novgorod Oblast, and Konstantin Verhovinsky, the head of the “Digital Russia” project of the political party “United Russia” in the Nizhny Novgorod Oblast and the director of the IT company “R-Top”.

The Director of FGI “GovTech” Vasily Slyshkin said that the technological core of the platform has already been created:

  • Cloud platform is based entirely on domestic data processing centers.
  • The platform has First class of Security and First level of Significance of government information systems Certificate, which allows to store personal data and process information that constitutes a medical secret.
  • Managed to create multi-tenant architecture of the platform and ensure 99.9% the service availability.
  • A fully import-substituted manufacturing line for government information systems assembly and dynamic deployment is about to be launched.
  • Robot Max, who advises users of the Unified Public Services Portal, is transferred to the “GovTech” platform until the end of the year.
  • In the near future about 160 data marts will be deployed for mass socially significant services such as a record to the doctor in all regions, electronic student journal and others.
  • “GovTech” will be expanded by including third-party services. This will require amendments in 44-FZ “On the contract system”, which will provide procurement of small purchases.

The Senior Vice President of Sberbank of Russia Andrey Belevtsev told about the plans for the development of basic services of the “GovTech” platform:

  • BASIS virtualization will be added to the platform core this year.
  • The functionality of the platform will be extended concerning data operation.
  • Additional platform management tools such as cloud resources, reservation and recovery tools, migration tools will be developed.
  • In 2024, the focus will be on the formation of a single virtualization environment for the state unified cloud platform and the “GovTech” platform as well as the creation of a data factory.

The general director of “Skala-R” Viktor Urusov told about the software and hardware complex for data processing and storage in highly loaded systems and solutions for large government and commercial information systems. Software and hardware complexes of the company “Skala-R” are included in the Unified Register of Russian Radio-electronic Products, and software components are included in the registry of domestic software.

According to the Presidential Decree of 31 March 2023 No 231, from January 1, 2024 all regional government information systems will be created or finalized on the “GovTech” platform. More than ten federal subjects of Russia are ready to place their systems and services on the platform. These include the Nizhny Novgorod Oblast, Republic of Tatarstan, Chelyabinsk Oblast, Perm Krai, Lipetsk Oblast, Belgorod Oblast, Sakhalin Oblast, Novosibirsk Oblast, Kaluga Oblast and Saint Petersburg.

According to Alexander Sinelobov, there are many popular services in the federal subjects and the “GovTech” platform allows regional developers to scale their solutions to the federal level. For example, two systems were presented from the Nizhny Novgorod Oblast in the “GovTech” regional track. These are the system of providing urban planning and the system of managing the property complex.

The representative of the company-developer “Bingo-Soft” Ilya Astakhov told in more detail about the system of providing urban planning. It has become a part of information systems of the first stage for transfer to the “GovTech” platform and one of the two systems of providing urban planning activity recommended by the Ministry of Construction, Housing and Utilities of the Russian Federation to implementation in other federal subjects. Ilya Astakhov confirmed that it is a good opportunity for commercial “GovTech”developers to make their solutions available to more potential customers.

The second part of the event was devoted to the questions of representatives of the business community.
