New approach to the GIS architectural design on the “GovTech”platform

At the IT Government Day 2023 conference, Alexey Karapuzov, an Advisor to Director of the FGI “GovTech”, announces that digital models of government information systems (GIS) will be created on the “GovTech” platform.

The digital GIS model will become the design standard of a system’s architecture instead of paper-based solution design as paper archival documentation doesn’t necessarily represent the actual state of an architecture.

Alexey Karapuzov said: “We offer the transition to digital design. Maintaining digital models of the system will help architects or chief digital officers to make an informed decision on further development of the system and eliminate architectural faults in the early stages.”

In June 2022, the FGI “GovTech” was empowered to control architecture within the framework of GIS creation and development on the “GovTech” platform.

“We understand this is a serious strain upon the industry so the transition to digital models will be gradual. The first step will be the approval of an agreement on modeling and standard requirements for the system architecture on the “GovTech” platform displayed in the technical project. In the future it is planned to train government customers and integrators to apply this approach, to support and consult in the process of GIS designing on the “GovTech” platform,” announced the advisor.

The agreement is based on the Arhimate notation, recommendations of the Open Group consortium’s international standards on enterprise architecture management and Russian standards on system engineering and enterprise architecture.

The agreement on modeling determines the GIS meta-model on the “GovTech” platform which connects the GIS architecture with domain architecture, regulatory legal acts on the system creation and operation, target-oriented functional requirements, departmental digital transformation programs and other documents. The first architectural session will be held at the FGI “GovTech” venue in the short term.

The Director of the FGI “GovTech” Vasily Slyshkin notes that the first among the integrators and government customers involved in the discussion about new architectural approaches will be those who will use the platform in the near future. It is expected that the schedule of GIS transition to the “GovTech” platform in 2023 will be approved by the end of March of this year.

The Director explains that they maintain the principle of openness when dealing with the methodological recommendations and other platform’s documents which means that the draft paper is initially developed by an initiative group and widely debated by the general public for getting and analyzing feedback. He adds that the agreement on modeling and the standard requirements for the system architecture will pass the same way, and the draft paper will be published in open access as soon as it is accepted by the architects club.
