September 22, 2023, Kazan. - FGI “GovTech” and IT industry representatives discussed the draft methodological recommendations "Software development processes for government information systems (GIS) using the automated production conveyor for software development on the GovTech platform" at the round table "Government Information Systems development conveyor on the GovTech platform".
Methodological recommendations were developed to organize continuous and safe GIS development on the “GovTech” platform. “GovTech” plans to launch its own production development conveyor as tools for their implementation.
According to Vasily Slyshkin, the director of FGI “GovTech”, “GovTech”'s production conveyor will make it faster and easier to make improvements to GIS, which, in turn, are necessary to ensure 24/7 accessibility of government systems.
Alexander Fetisov, Deputy Director of FGI “GovTech”, spoke in detail about the key points of the methodological recommendations and the organization of the production conveyor.
“The document is primarily intended for GIS developers: both system integrators and internal teams of federal and regional authorities developing systems.
In addition to methodological recommendations, we provide developers with tools for their implementation. This is the federal government information system "GovTech Platform Management", which contains a production conveyor that provides CI/CD services, a repository, software quality control services, including quality control gateways.
All this allows to introduce a unified structured approach to software development on the “GovTech” platform, as well as to comply with the standards and requirements of the “GovTech” platform, which will help to reduce risks and improve the reliability of software", - Alexander Fetisov noted.
Alexey Kozyrev, Vice President of Sber, Vasily Kiryukhin, Technical Director of RTLabs (developer of public services), Dmitry Gorynin, Managing Director of Axenix, Grigory Kalachev, Director of Rubitech's devops department, Vitaly Dunaev, Deputy CEO of BARS Group, Dmitry Grebenshchikov, Director of Import Substitution at Diasoft, Igor Khomich, expert of the Digital Economy League, and others also took part in the discussion.
"GovTech” provides operators and developers of government systems with turnkey information security in the form of a set of services," said Alexey Kozyrev. - Secure Development Conveyor is one of these services. Its usage by developers will increase the level of security and reliability of information systems and simplify their certification for compliance with information security requirements".
RTLabs Technical Director Vasily Kiryukhin separately noted the benefit of joint work on the conveyor.
"Thanks to RTLabs' consultations, the technology stack of the production conveyor has been significantly expanded," Alexander Fetisov noted.
"We are interested in creating systems on the conveyor. It is good that our colleagues from “GovTech” listen to the developers and make changes on those points that we consider necessary to add or change," Vasily Kiryukhin added.
The participants of the round table gave recommendations to clarify the terminology. The experts noted the universality of the methodological recommendations and agreed that the production conveyor and ready certified components of the platform can significantly accelerate the production and finalization of government information systems.
